We are passionate about creating a world where every person feels they belong—and where integrated, person‑centered behavioral health care is accessible at every level.
Grounded in clinical, policy, and Medicaid behavioral health expertise, Jane King Consulting exists to ensure Certified Community Behavioral Health Clinics (CCBHCs) are embedded in every Medicaid state plan nationwide.
Across a full continuum—from direct clinical service delivery within CCBHCs, to technical assistance for clinics, partnerships with aligned provider associations, and the development and implementation of Medicaid policy and state plan amendments—we connect real‑world experience with system‑level change to expand access to integrated, person‑centered behavioral health services.

Welcome! I’m Dr. Jane King: a rare trifecta of psychologist, consultant, and one of the premiere CCBHC experts in the country. I bring a unique combination of seasoned experience at the clinical, policy, and operational levels. Whether you’re establishing the CCBHC model at the program level, state level, or association level, I’m confident our partnership will elevate your CCBHC goals.

For 5 years as a Senior Consultant at the federal level at the National Council for Mental Wellbeing – the original champions of the CCBHC model – I advised states, clinics, and associations nationwide on Medicaid policy, building the CCBHC National Technical Assistance Center from the ground up.

During my 5 years with Minnesota’s Department of Human Services in Behavioral Health, I wrote and designed the State Plan Amendment (SPA) for Medicaid that signed CCBHC into permanent state law. I personally developed the certification standards and service policy for Minnesota’s federal demonstration program, converting community mental health centers into integrated CCBHCs.

Across my 30-year career as a licensed psychologist, I’ve led a wide range of clinical programs, including :
· Behavioral health director at a Federally Qualified Health Center (FQHC)
· Policy consultant for affordable housing statewide
· Assertive Community Treatment (ACT) programs
· Addiction treatment programs
· Crisis response teams
· Integrated care
· Domestic violence support centers
Jane is a proud resident of Minneapolis, Minnesota, aptly known as the "City of Lakes." Outside of work, Jane enjoys restorative time out on one of Minnesota's 12,000 lakes at her cabin in the woods, regional civic advocacy with her fellow Minneapolis neighbors, going on walks her Husky, Jasper, and being a mom to two amazing young adults.
Always drawn to flowers, Jane's love for growth and regeneration inspire her to see the beauty and potential in all living things.

Our work is guided by -- and grounded in -- the following core principles:
Developing policy in the ever-evolving world of behavioral health systems and Medicaid, we believe that state policy must be specific, accurate and define the most efficient way for vendors to accomplish excellent outcomes.
All behavioral health services and policies must be designed without bias or judgment and with the express interest of simplifying access and removing barriers to ensure all adults, children and families can get the help they need when they need it.
We are deeply passionate about people easily accessing integrated behavioral health care that is sustainably funded, particularly for Medicaid beneficiaries. Our infectious passion for CCBHC is driven by this primary goal.
Direct communication is the most respectful and efficient way to provide technical assistance and subject matter expertise to federal, state and local governments, provider associations and clinics. Treating any system or person as fragile wastes effort and constrains quality improvement.
Grounded in decades of experience, we provide aspirational, future-focused solutions that remove barriers to accessing person-centered, evidence-based and sustainable behavioral health services.
We believe that competitiveness is the enemy of true progress in developing a person-centered behavioral health system. Collaboration between those receiving, providing and designing integrated behavioral health care services is essential. As is a consultant who draws out the expertise in the room rather than control it.
